Aspire XC-704G - no video in windows

Hi,
So I have this Aspire XC-704G Product support.
Apparently there was a temporary power outage where this was located and after the power came back on the PC no longer has video.
I can get video temporarily by clearing the BIOS via the jumper but that only gets me into the BIOS. Once I hit save and exit and the PC boots into windows there is only a black screen with the mouse pointer being the only thing visible and that is not even consistent. Mostly it's just a black screen.
There is a PCIE16 expansion slot despite what the spec sheet says at the link above. Also there is no mini pci express as the spec sheet says but I don't see one..not that it matters, it's just wrong.
